“Rubber Plantation Development in Traditional Region” (New planting & Replanting) under the scheme ‘Sustainable and Inclusive Development of Natural Rubber Sector’ during 2025-26 in Traditional Area (Kerala and Tamil Nadu)
Eligibility criteria
All growers owning rubber area up to 4.00 ha in Traditional area and SC growers owning 5.00 ha in non-traditional area will be eligible for assistance of reimbursement of cost of polybagged plants/Root trainer plants @ Rs. 30/- and Rs. 100/-per plant respectively, limited to a maximum of 500 plants per hectare. The financial assistance will be limited to 1.00 ha in Traditional area @Rs.40000/- per ha and 5.00 ha in Non Traditional area @Rs. 2 lakh per ha, respectively.
The growers who undertake new planting / replanting rubber in a minimum area of 0.10 ha of contiguous land
The applicant should have absolute ownership over the land in respect of which assistance is sought
Selection of land, planting and maintenance of plantation shall be at the sole risk and responsibility of owner of the holding, whereas eligibility for assistance or granting assistance under the scheme will be the sole discretion of Board and will not create any liability whatsoever for the Board in respect of the holding
Areas notified / certified in the land documents as paddy field or forest land are not eligible for any kind of assistance under this scheme
How to apply
The application for planting grant shall be submitted online on ServicePlus Portal and the link will be available in Rubber Board website rubberboard.gov.in -> E-SERVICES -> SERVICEPLUS -> Planting subsidy -> Rubber Plantation Development in Traditional Region 2025-26
In case of joint ownership, the owners can nominate one of the owners as nominee to receive the subsidy on behalf of them provided the nominee is maintaining a valid Aadhaar seeded account in a recognized bank. The application should be in the individual name of the authorized nominee
In case of applicant is a minor, the application should be submitted in the name of guardian specified in the document and he/she should maintain a valid Aadhaar seeded account in a recognized bank
In case of applicant is a PAH, the application should be submitted in the name of PAH specified in the document and the PAH should maintain a valid Aadhaar seeded account in a recognized bank. Duly filled up PAH Declaration Form should be uploaded in the place of Nominee form.
The name furnished in the application should be the same as per the ownership document (certificate from Village Officer) and Bank Account failing which the eligible assistance could not be transferred on DBT mode
Following documents should be uploaded along with the application
Identity Proof –Aadhaar card
Aadhaar linked bank pass book showing name of the Account holder, account number and IFS Code of Bank
Valid certificate from competent authority on ownership of the total rubber area owned by the applicant
Sketch of the applied area showing descriptions of boundary on all sides with names of the owners
Proof of planting material such as bills/receipts of purchase from certified nurseries
Nomination, if applicable (in case of joint ownership/ minor owner) in Annexure - 1
Caste Certificate (in the case of SC Applicants) in Non Traditional area
PAH Declaration Form (in case of PAH) in Annexure - 2
Rate of subsidy & mode of payment
Traditional Region:
Assistance - Rs. 40,000/- ha – in two instalments
1st year- Rs.30000/- ( Rs.15000/- per ha as planting assistance + Rs. 15000/- per ha as grant for planting material (Poly bag/ Root trainer plants) of advanced growth. The assistance will be @ Rs 30/- per plant limited to 500 plants per ha - single installment)
3rd year- Rs.10000/- per ha as planting assistance
Planting subsidy shall be paid in instalments [subject to the condition that such an amount is sanctioned as part of subsequent Government Scheme related to Natural Rubber sector (post FY 2025-26).] and to the completion of the stipulated items of work to the satisfaction of the Board. The amount to be released in subsequent years is conditional and not a matter of right to the beneficiaries.
Payment of subsidy shall be only through bank by e- transfer. Beneficiaries should provide Aadhaar linked bank account details in the application for financial assistance
Other terms & conditions
The prescribed minimum stand of rubber plants (@420/ha) should be maintained and growth should be satisfactory as assessed by the inspecting officer
Inter planting with crops is accepted, if such crops do not affect the growth of rubber or do not result in considerable loss of soil through erosion and run off. The intercrops shall be raised only after taking care that they are confined to inter-row areas and at least 1.5 metre away from the rubber rows.
The number of non-rubber trees, which already exist in the plantation can be retained in a proportion of 20 trees or 40 coconut palms or 80 Areca nut palms per ha, in a well distributed manner. If the non-rubber trees are concentrated at a location ,the area where they are concentrated will be excluded for consideration of assistance.
Tea and coffee plants already existing in the area can be retained provided they are at least 1 meter away from the rubber plant rows
Sloppy lands should be protected from soil erosion by contour terracing or construction of contour bunds or digging silt trenches or silt pits and also by planting of cover crops
Boundary protection measures should be adopted
Tapping shall normally be commenced in any area planted under the scheme when 70% of the trees have attained a girth of 50 cm at the height of 125 cm from the bud union.
In case of any dispute, the decision of the Executive Director, Rubber Board will be final and binding on the applicants.
Rubber Board reserves the right to alter or withdraw any of the rules and add new rules during the implementation of the scheme, if required.
Recovery of assistance and other amounts in case of wilful destruction of the plantation or acquisition of land for public purpose
If any plantation or part of a plantation in respect of which planting grant or any other amount has been paid under the scheme is wilfully destroyed by the beneficiary or by anyone else with or without the knowledge of the beneficiary, the Board shall have the right to recover the entire amount of financial assistance paid with interest at the prevailing rate from the date(s) on which the same has been paid.
If any land in respect of which assistance have been paid under the scheme is surrendered to Government as excess land, the beneficiary shall be bound to refund the same to the Board.
If any person is found to have obtained any financial assistance from the Board by fraud or by misrepresentation, the Board shall have the right to recover the entire amount of financial assistance paid with interest at the prevailing rate from the date(s) on which the same has been paid.
