   Rubber Plantation Development in Non Traditional and North East Region

“Rubber  Plantation Development in Non Traditional and North East Region”  (New planting & Replanting) under  the scheme ‘Sustainable and Inclusive Development of Natural Rubber Sector’ during  2025-26 in  Non Traditional Area (Karnataka, Goa, Odisha, Andhra Pradesh and Maharashtra) and North Eastern Region (Assam, Meghalaya  ,Tripura, Nagaland, Arunachal Pradesh, Manipur and Mizoram)

Eligibility criteria

Area planted under INROAD Project is not eligible for financial assistance under this scheme.

For individual growers

   

  1. The planting assistance will be payable to growers who own rubber growing area not more than 5.00 hectare. Maximum eligibility will be limited to 5.00 ha.
  2. The growers who undertake new planting/ replanting of rubber in 2025 in a minimum area of 0.10 hectare of contiguous land will be eligible for assistance under the Scheme.

For RPS/Clusters

RPS/clusters may also apply for the scheme

  1. Grower should be a member of the RPS/cluster
  2. Growers who own rubber growing area not more than 5.00 hectare in non-traditional region /North Eastern Region are eligible to apply through RPS/cluster.
  3. Grower should be willing to plant rubber in his/her land as per the scheme under the guidance of officers of Rubber Board and RPS/cluster authorities and to maintain the unit scientifically. Maintenance of the plantations will be the sole responsibility of the owner of the holding.

 Conditions

  1. Replanting is to be undertaken after removal of existing old / uneconomic rubber trees from the area.
  2. The land selected for planting, suitable in all respects, for economic cultivation of rubber as specified in the Rubber Board website (www.rubberboard.org.in) under Agro-climatic requirements, will only be eligible for assistance.
  3. The applicant should have  ownership over the land in respect of which assistance is sought.
  4. Selection of land, planting and maintenance of plantation shall be at the sole risk and responsibility of the owner of the holding, whereas eligibility for assistance or granting of assistance under the scheme will be the sole discretion of the Board and will not create any liability whatsoever for the Board in respect of the holding.
  5. Areas notified / certified in the land documents should not be a paddy field or forest land
  6. Sloppy lands with gradient steeper than 1 in 2 should be protected from soil erosion by contour terracing or construction of contour bunds or digging silt trenches or silt pits and by planting of cover crops.
  7. Inter planting with crops is accepted, if such crops do not affect the growth of rubber or do not result in considerable loss of soil through erosion and run off.Inter crops should be confined to inter-row areas and at least 1.5m away from the rubber rows.           
  8. The number of trees other than rubber trees (non-rubber tree), which already exist on the land for new planting/ replanting can be retained in a proportion of 20 trees or 40 coconut palms or 80 areca nut palms per ha, in a well distributed manner. If the non-rubber trees are concentrated at a location, the area where they are concentrated will be excluded for consideration of assistance. If the trees fall under two or more of the above categories, they may be retained in the proportion of one coconut tree equal 2 Areca nut trees and one fruit/timber tree equals 2 coconut trees.
  9. Tea and coffee plants already existing in the area can be retained provided they are at least 1.5 meter away from the rubber plant rows.
  10. Pepper vines trained on existing top-cut soft wood trees may be allowed to stand, provided they are at least one meter away from the rubber plants in a single line between two rows of rubber plants and not affecting the growth of rubber trees. In such cases, maximum number of such pepper climbed top-cut soft wood trees shall not exceed 50% of number of rubber plants in the area for which acceptance is recommended.
  11. Pre-planting and planting operations in areas coming under the scheme shall be carried out satisfactorily as per the Board’s recommendations.
  12.  In case of any dispute, the decision of the Executive Director, Rubber Board will be final and binding on the applicants.
  13. Rubber Board reserves the right to alter or withdraw any of the rules and add new rules during the implementation of the scheme, required.
    1. How to apply

 

The application for planting grant shall be submitted online on ServicePlus Portal and the link will be available in Rubber Board website www.rubberboard.gov.in -> ESERVICES -> SERVICEPLUS->Planting subsidy-> Rubber  Plantation Development in Non Traditional Region and  North Eastern Region.

  1. The name furnished in the application should be the same as per the ownership document (R T C/Certificate from competent authority) and Bank Account failing which the eligible assistance could not be transferred on DBT mode

 

  1. In case of joint ownership, the owners can nominate one of the owners as nominee to receive the subsidy on behalf of them provided the nominee is maintaining a valid Aadhaar seeded account in a recognized bank. The application should be in the individual name of the authorized nominee. Duly filled up Nominee Form should be uploaded (Annexure 1)
  2. In case of applicant is a minor, the application should be submitted in the name of guardian  specified in the document and he/she should maintain a valid Aadhaar seeded account in a recognized bank
  3. In case of applicant is a PAH, the application should be submitted in the name of PAH specified in the document and the PAH should maintain a valid Aadhaar seeded account in a recognized bank. Duly filled up PAH Declaration Form should be uploaded (Annexure 2) .

For individual growers, the following documents should be uploaded along with the applications.

 

  1. Sketch of the applied area, showing descriptions of boundary on all sides with names of the owners.
  2. Aadhaar linked bank pass book showing name of the Account holder, account number and IFS Code of Bank of individual beneficiary.
  3. Aadhaar Card
  4. Valid Certificate from competent authority on ownership of the total rubber area owned by the applicant.
  5. Proof of planting material such as invoice/bills/receipts of purchase from nurseries.
  6. Nomination/PAH, if applicable.

If application is submitted by the RPS/cluster, the following information/documents are to be uploaded online with the application

  1. Registration Certificate of the RPS/approval of Rubber Board
  2. Resolution passed by the Executive Committee of the RPS/cluster  committee for availing financial assistance from Rubber Board for planting.( Annexure 5)
  3. Consolidated list of selected growers (In letter Head) / Sketch of the applied area are to be kept in the office for field inspection. Planted area eligible for assistance with details are to be uploaded as PDF ( Annexure 3)
  4. Aadhaar linked bank pass book of RPS President/cluster head showing name of the Account holder, account number and IFS Code of Bank.
  5. Details of RTC/ ownership Certificate from competent authority are to be uploaded as pdf  (Annexure 4)
  6. Invoice/bills/receipts of purchase of planting materials  from nurseries.

 

IV.Disbursement of assistance

All payments shall be made electronically as per guidelines of Government of India to accounts of individual beneficiaries.

In the case of RPSs/Clusters, the amount will be credited in the account furnished by the RPS/Cluster.

No payments will be made in cash.

 

V.Scale of assistance

The assistance for replanting and new planting under the scheme is as follows:

  1. Planting assistance at the rate of Rs. 50,000 per ha limited to 5.00 ha for new planting and replanting with PB/RTPs.

 

The assistance shall be paid in two installments in the first year of planting itself.  The first installment of Rs.40,000 per ha and  second installment of Rs.10,000 per ha. Planting assistance shall be paid only after completion of the stipulated items of work specified in the schedule of works for first year.

 

VI. Recovery of assistance and other amounts in case of wilful destruction of the plantation or acquisition of land for public purpose

            If any plantation or part of a plantation in respect of which planting grant or any other amount has been paid under the scheme is wilfully destroyed by the beneficiary or by anyone else with or without the knowledge of the beneficiary the Board shall have the right to recover the entire amount of financial assistance paid with interest at the prevailing rate from the date(s) on which the same has been paid.

  1. If any land in respect of which assistance have been paid under the scheme is surrendered to Government as excess land, the beneficiary shall be bound to refund the same to the Board.
  2. If any person is found to have obtained any financial assistance from the Board by fraud or by misrepresentation, the Board shall have the right to recover the entire amount of financial assistance paid with interest at the prevailing rate from the date(s) on which the same has been paid.
  3. The decision of Executive Director shall be final in all matters related to implementation of the scheme
